New Entrant Safety Audit:t
- Mandatory for all new carriers within their first 12 months (3 months for passenger carriers).
- Focuses on ensuring basic safety management controls are in place.
- This is a pass/fail audit and does not result in a public safety rating.
Compliance Review (CR):
- A thorough examination to evaluate a carrier's safety fitness.
- Often triggered by poor CSA scores, accidents, or formal complaints.
- Results in an official safety rating: Satisfactory, Conditional, or Unsatisfactory.
Targeted / Focused Audit
- Concentrates on specific problem areas identified through roadside data (e.g., just Hours of Service or Drug & Alcohol compliance).
Security & Hazardous Materials Audits
- Security Audit: Reviews driver training and security plans.
- Hazmat Audit: A highly detailed review of labeling, shipping papers, and specialized training.
Types by Location and Scope
- Onsite Comprehensive Investigation: An auditor visits the carrier's place of business to review the entire operation.
- Onsite Focused Investigation: An auditor visits the place of business but only reviews specific compliance areas.
- Offsite Investigation: The carrier uploads digital documents to an FMCSA portal for remote review. These have become increasingly common.
